- Owner-occupied single family homes, double blocks, & townhouses located within the limits of the City of Pittston
- All property taxes, sewer maintenance, and garbage fees must be
current
- Must meet income limits
- Improved property value must be less than 95% of the median sales price
- Covers 12 municipalities
