Eligibility: - 150% of Federal Poverty Guideline
- Must be Penelec or West Penn Power customer
- Electric account must be in the customer's name
- Home must have a minimum annual usage of 6,500 kwt
- Customer must have lived in the residence at least 6 months
- Landlord must give permission for services
- Services can only be received once in 5 years
- Household usage must be 12,000 kwh annually
