Westmoreland ERAP Intake and Processing
Assists eligible Westmoreland County tenant (renter) households that have experienced a financial hardship due to the COVID-19 pandemic with rent/rent arrears (including rent for mobile home lots), utility and home energy costs and arrears, and housing stability services.

Eligibility: Westmoreland County households who are obligated to pay rent on a residential dwelling AND:
  • Have a total income at or below 80% of the area median income (AMI) AND in which
    • One or more individuals has qualified for unemployment or experienced a reduction in income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to the COVID-19 outbreak.

      Eligibility criteria are subject to change.

      Landlords are able to apply on behalf of tentants, but the tenants must provide information and documentation to participate in the process.

      Funds are now available to pay arrears for previous addresses (if evicted or moved voluntarily because of pandemic-related circumstances).

    Intake Procedure:
    Apply online at the Westmoreland County Emergency Rental Assistance Portal

    Individuals who cannot complete the online application may call 211 to complete the initial application by phone.

    Individuals who complete the application by phone must submit documentation (listed under Intake Requirements) to The Union Mission:

    Intake Requirements:

    Documents and information to gather prior to starting the application:

  • Personal identification information for the head of household
    • Names, dates of birth, and Social Security Numbers for all members of the household
    • Income information for all household members over the age of 18
    • Documentation of rental and /or rental arrears obligations
    • Documentation of utility and/or utility arrears obligations (including utility service provider information)
    • Landlord's contact information
    • Documentation of any previous assistance received for rent/utility assistance

      Please be prepared to provide sufficient documentation to establish eligibility which may include:


    • Photo ID for applicant
    • Documentation of unemployment qualification or a reduction in household income due to COVID-19
    • Documentation of Income of all household members over age 18 (Paystubs, W-2s, other wage statements, tax filings, direct deposit records, or attestation from an employer)
    • Documentation of unearned income; unemployment benefits, social security benefits, retirement benefits, child/spousal support, etc.
    • Documentation of rental and /or rental arrears obligations
    • Documentation of utility and/or utility arrears obligations
    • Documentation of other housing related expenses incurred due to COVID-19

      For personal security, please send copies instead of originals, as they will not be sent back.

    Helpful Tips: Documentation may include signed written attestations if the source of documentation is not available. The county ERAP office will work with applicants to obtain necessary documentation or written attestations as appropriate.

    Documentation may be submitted as photocopies, digital photographs of documents, emails or attestations from employers, landlords, or others with knowledge of the household's circumstances.
