Prevents further neighborhood decline by addressing aging and deteriorated housing stock, reverse high rental to owner ratios, correct deteriorated curbs and sidewalks, encourage construction of affordable housing, apply funding to renovate owner occupied residences, and eliminate unsafe conditions in the interest of promoting a visible philosophy of Clean, Safe and Green.

Intake Procedure: Application forwarded by request. Owner occupied property qualifies for $8,000.00 towards repairs. Lien shall be placed on Deed for total amount of grant funds expended. All other property qualifies for a 50-50 match. Property owner pays 50% of costs. Elm Street Program pays 50% of costs of project. Lien placed on Deed for total grant funds expended.
Fee Amounts: $150.00 for application fee
