DCD is dedicated to meeting the needs of the low income population in Chester County through the provision of funding for housing, community services and community development. DCD is responsible for both the management and programmatic administration of a variety of programs. Eligible activities include emergency housing, transitional housing, rent assistance, home ownership rehabilitation, rental rehabilitation, weatherization, the development of permanent housing, and assistance for home buyers.
