City of Lock Haven - Owner-Occupied Housing Rehabilitation Assistance
Provides up to $25,000 to correct code deficiencies, and an additional $10,000 to reduce lead-based paint hazards, as a no-interest loan, which will be forgiven if the property is not sold or transferred for at least five years after the rehabilitation is complete.

Eligibility: Requirements for participation are:
  • You must be a Lock Haven City resident.
  • The dwelling must be your primary residence.
  • You must own and occupy your home.
  • You must be income eligible
  • All City, county, and school property taxes, and municipal utility bills must be current

Hours: Monday, Tuesday, Thursday, Friday 8:00 am to 5:00 pm; Wednesdays 8:00 am to 12:00 pm

Intake Requirements: Anyone interested in receiving assistance must complete a pre-qualification form. Completion of this form puts your name on the waiting list as of the date and time received at the City Planning Office.
Intake Procedure: Application forms may be obtained from the City Planning office. Completed applications must be returned to the City Planning office, accompanied by the required additional documentation. Required documentation is listed on the Web site, or call the office for further information.
