The Human Services Department comprises Aging Services, Children and Youth Services, Behavioral Health and Developmental Services, Homeless and Housing Services and Veterans Affairs. Has the responsibility to oversee the coordination of the human services system through elimination of service duplication as well as the improvement and development of new services. The Department works closely with the private non-profit sector to maximize community resources through effective utilization of multiple sources of available funding.

Strives to ensure that individuals and families that are at risk of becoming homeless receive the prevention and intervention services to address their various housing needs and the need of other supportive services.

Administers a wide range of services operating under the Mental Health and Intellectual Disabilities Act of 1966.

There are three housing lists, one for families, one for the elderly, and one for persons with disabilities.

As part of President Obama's comprehensive Homeowner Affordability and Stability Plan (HASP), you may be eligible for a special Making Home Affordable loan modification or refinance, to reduce your monthly payments and help you keep your home.

Recruits, screens, trains, and supervises volunteer advocates who are then appointed by the Juvenile Judge to advocate for the best interests of abused and/or neglected children. Offers services that may include: Advocating for abused and/or neglected children involved in dependency court proceedings; Independently investigating facts of the case for the court; Making recommendations to the court based on case facts and information gathered; Monitors court orders to ensure services are provided to and utilized by the child and family; Attending all meetings and court proceedings.

Offers county operations, including administration/human resources, economic development, corrections, court services, fiscal affairs, human services, public works, and the offices of the Coroner, Public Defender, Sheriff, and Solicitor. Information on county services.

Collects Personal Income Tax, Sales and Use Tax, all corporate taxes, Inheritance Tax, Realty Transfer Tax, Motor and Alternative Fuel Taxes, and all other state taxes. Collects the Local Sales Tax for Allegheny and Philadelphia counties, the Public Transportation Assistance Tax, and funds for the Pennsylvania Intergovernmental Cooperation Authority. Administers the Property Tax/Rent Rebate program and the Public Utility Realty Tax reimbursement prepares the tax expenditure portion of the Governor's Budget, and licenses distributors and manufacturers of small games of chance. Pennsylvania Medicare Education and Decision Insight, PA MEDI is a federally funded program administered through Area Agency on Aging and is designed specifically to help Pennsylvanian's on Medicare. Pennsylvania Medicare Education and Decision Insight, PA MEDI counselors answer questions about Medicare benefits and provide easy to understand information. Counselors are available to review and answer questions related to Medicare Advantage Plans, Medicare Supplement Plans, Medicaid, Medicare Appeals, financial assistance, and Medicare Prescription Drug Plans. Pennsylvania Medicare Education and Decision Insight, PA MEDI is a free unbiased resource for anyone who is Medicare eligible. One-on-one counseling sessions are held by certified volunteers committed to assisting beneficiaries with any Medicare questions or concerns. PA MEDI volunteers are also available for Medicare presentations and information sessions.

Support services are available which include:
1. Information to caregivers about available services
2. Assistance to caregivers in gaining access to the services
3. Individual counseling, organization of support groups, training of caregivers to assist them in decision making and problem-solving that are related to their caregiving roles and
4. Reimbursement for services and/or supplies.

Aging staff are available to provide information and referral services for programs that benefit older adults. Referrals can be made for services offered by Franklin County Aging as well as other services and resources in the community. This program offers assistance with filling out applications and forms such as; LIHEAP, Rent Rebate, Farmer's Market Nutrition (FMNP) Vouchers, etc.
