The City of Lock Haven provides 24-hour police protection. The City employs a total of 12 uniformed police officers and 4 non-uniform police personnel. All City officers have been trained in Community Oriented Policing techniques. The police department also employs an officer who has been trained and certified in D.A.R.E. (Drug Abuse Resistance Education) instruction. The D.A.R.E. program is nationally recognized and serves to provide the youth of our community with the tools they need to recognize and deal with the subtle pressures that influence many children to experiment with drugs, alcohol, gangs and violence. This same officer also participates in the "Officer Phil" program which is of similar design and intent, but addresses the younger children in the comunity. Several City officers also participate with the Pennsylvania Attorney General, Bureau of Narcotics Investigation Task Force which specifically investigates drug offenses. This task force operates on a Regional basis to identify and arrest those who would plague our communities with drugs.

Downingtown Area Communities that Care - School Resource Officer SRO
These officers perform multiple roles in the schools. They are educators, teaching prevention curriculums in grades K-12 as well as interfacing with teachers in social studies, language arts, math and science. They serve as mediators, counselors, and resource personnel for parents, students, teachers, administrators and community members. The partnerships these officers have made with municipal leaders, school officials, community members, businesses and the other police departments have been working examples to our youth of the importance and merit of cooperative efforts and relationship building. The School Resource Officers work to prevent criminal incidents from occurring inside the school and in our community, provide greater security in our schools, build positive relationships between young people and law enforcement, allow school administrators and teacher to focus their efforts on education, insure that criminal infractions are dealt with equitably and provide improved communication between municipal police departments.Currently, a Uwchlan Township Police Officer serves as SRO in Downingtown High School East and Lionville Middle School and a Downingtown Borough Police Officer serves as SRO in Downingtown High School West and Downingtown Middle School.

The Pennsylvania State Police Internal Affairs Division (IAD) evaluates all reports of personnel (enlisted or civilian) misconduct. Use one of these procedures to file a complaint:
  • Complaints can be filed at any state police barracks 24 hours a day, 7 days a week, either in person, by telphone, or in writing. Letters must be original (no copies) and contain an original signature.
  • Any complaint of misconduct, including sexual harassment and sexual misconduct, may be reported directly to the Internal Affairs Division. During holidays and non-business hours, please leave a message including your name, address and phone number, and you will receive a return call the next business day.
  • Download, complete, and mail the Complaint Verification Form from their Web site. Copies will not be accepted. It is suggested a copy be made for your own records.
