Provides funding for qualified applicants to fix severe issues like damage to their home’s roof, windows, and foundation. Money is also available to make modifications so someone managing a disability can live in the house.

    Offers low-interest and no-interest home improvement loans to eligible homeowners within eligible areas of Allegheny County.



    Emergency/Priority Improvement loans provide timely financing for the repair of code violation or emergency condition that presents a health and safety hazard.



    General Improvement Loans support the rehabilitation and improvement of residential properties.

    Limited grant funding may also available for qualifying loan recipients to cover a portion of costs of code repairs, lead abatement, accessibility improvements, and public sidewalk repairs.

    Assists homeowners with home improvements to address home rehabilitation needs, bringing the home up to current codes and remediating hazards, such as lead-base paint and radon.
    Forgiveness of loan will be made with a ten-year term. Funds are forgiven each year the owner resides in the home.

Repair will be sub-contracted to a Wilkes-Barre City licensed contractor. All work will be inspected and approved by the City.

    *Manages the LIHEAP crisis program in Lehigh and Northampton counties. This program provides for repair or replacement of heating systems in cold weather emergency situations for qualified low-income households.
