The CDBG/Housing Rehabilitation Program offers:
-Housing rehabilitation for low to moderate income homeowners

Eligibility: Bradford County residents who are income
eligible, single-family, owner occupants
(with name on the title or
deed), with taxes paid up to date, and
retain homeowners insurance, may qualify
for housing rehabilitation grants up to
$20,000 or half of the fair market value
of their home. If $5,000 or more is
spent on the home a five-year lien is
placed on the home in the amount of the
grant. The lien on the property is reduced
by 20% each year.

Provides energy conservation measures installed to houses or mobile homes in order to reduce heating/cooling and utility costs.
Measures may include attic insulation, floor insulation, furnace testing, weather stripping, door sweeps, caulking, hot water heater and pipe wrap, faucet aerators, low flow showerheads and energy education.

Sidewalk Repair Program Loans and Grants-City of Lock Haven
Responsible for the administration of sidewalk repair grants to residents who can not afford the repairs, and low-interest loans to other residents. Low-interest sidewalk loans are also available to landlords who do not live in their buildings, although grants are not. Grants and loans can go up to $3,000,plus money for tree removal, if necessary.

Eligible work includes roofing, electrical, plumbing, lead paint hazard reduction, insulation, window replacement, and many other items.

Provides residential customers with the opportunity to reduce cooling and heating costs in their home by providing services through state and utility weatherization programs.

-Residential weatherization services are provided under the PPL WRAP program, FirstEnergy WARM program, UGI Low Income Usage Reduction Program and the PA Department of Community and Economic Development Weatherization Assistance Program.

-Manages the LIHEAP crisis program in Lehigh and Northampton counties. This program provides for repair or replacement of heating systems in cold weather emergency situations for qualified low-income households.

Assists homeowners to rehabilitate owner occupied homes in Monroe County to repair any code violation and to meet housing quality standards. Grants and loans are secured by a mortgage against the residence which require NO monthly payments. Possible repairs include: correcting code violations, repairing major systems such as heating, electrical, plumbing and roofing, making the home more energy efficient, structural components (walls, decks and porches), and windows and doors.
