The CCIP provides pre-purchase mortgage counseling to first time low to moderate-income individuals interested in purchasing a property in the City of Chester and Delaware County. CCIP's counseling programs prepare applicants to secure appropriate mortgage financing and assume the responsibilities associated with home ownership.

CCIP applicants attend group counseling sessions provided with valuable education regarding budgeting, savings, credit, mortgage financing, fair housing practices, mortgage products, selecting a realtor, avoiding default, home inspections, home maintenance, and settlement.

CCIP applicants also meet with certified mortgage counselors for a "one-on-one." This meeting allows the mortgage counselor to provide specialized attention to each applicant in a private setting. During individual counseling sessions, counselors review the applicants credit report, work history, and income stability. Together, counselor and applicant review initial maximum sales price, estimate down payment and closing costs, establish savings goals, develop a budget, and discuss available lending programs. CCIP will assist the applicant in selecting an appropriate mortgage product and guide the client to settlement.

    Supportive Family Services
    Family Self-Sufficiency (FSS) is a voluntary HUD program that encourages and assists families to become self-sufficient. The FSS Program is open to all residents in Public Housing or those who hold a Housing Choice Voucher/Section 8 Voucher. Participants in the program are assigned a coordinator to help them set and reach goals related to becoming self-sufficient such as receiving more education, job training, help with childcare, a career, home ownership and any other goals they may have. FSS offers a financial incentive to families through an escrow account, which is based on an increase in a family's earned income. An example of an increase in earned income would be when a family member has a pay raise, obtains employment or has an increase in his or her working hours that results in an increase in the portion of rent that the family pays each month.

    For example, if a family member begins working 40 hours per week, and the families rent increases $25.00 dollars per month, that $25.00 dollars goes into an escrow account that the Housing Authority establishes for the family. This account becomes available to the family when the family successfully completes their FSS Contract of Participation which is typically in a 5 year time period or in the interim to use to complete a goal.

    Another program is the Home Ownership Program and only open to those who receive a Housing Choice Voucher (HCV)/Section 8 Voucher (S8V). A participant can choose to use his or her voucher to assist with the purchase and payment of a home. Eligible Section 8 Voucher holders may now use their vouchers to assist in the purchase of their own home through the Section 8 Homeownership Program. The voucher assistance provides a partial payment toward the mortgage every month for up to 15 years. Participants are assisted with budgeting and credit repair as needed, provided with homeownership education, and given support every step of the way as they purchase their home.

    Wyoming Valley Habitat for Humanity is a non-profit organization that builds simple, decent homes to sell to families in need. We use volunteer labor and charitable gifts to ensure our homes are affordable to low income families in Wyoming Valley.
    Families who purchase Habitat homes invest at least 300 hours of sweat equity volunteer labor. Ideally, they work on their own homes by building walls, painting, installing windows or other work related to their skill levels. Many community members also volunteer their time. Some are skilled professionals, many are not. By keeping labor costs down, Habitat is able to keep selling costs low.

    UHCP holds group and individual sessions that focus on housing consumer education, especially for the first time home buyer issues, credit repair and improvement, post –purchase counseling, budgeting, and saving plans. Through this program, we have assisted hundreds of existing home owners to avoid foreclosure and potential homeowners to understand the nature of predatory lending practices. The goal of UHCP workshops is to empower participants with knowledge and resources.

    UHCP provides mortgage loan counseling and helps clients obtain affordable mortgages through our PHFA-approved lending partnership. We also assist clients with receiving down payment and closing cost loans, grants and assistance.

    UHCP understands the home-buying process may seem overwhelming and intimidating too many low- and moderate income people and because of this inherent problem, UHCP tries to ease the difficulty through direct and face-to-face counseling from the counseling starting point to the finality of home buying.

    UHCP counselors make the home buying process more accessible to the first time home buyers. Instead of having to coldly approach mortgage lenders, potential home buyers can meet our counselors in our office to go through the pre-qualification process. Participants with credit problems learn ways to resolve them.
