    This initiative will focus on the comprehensive needs of the veteran and delivering services through a holistic approach.
    Operation REACH will strive to provide intervention support services through a targeted case management model. Veterans and their families will benefit from targeted case management through assistance in coordination with basic necessities.
    Unlike many programs, characterization of discharge will not serve as eligibility criteria for Operation REACH.

    The Office of Drug and Alcohol Programs serves as the Single County Authority (SCA) for substance abuse services within Lackawanna and Susquehanna Counties. Its primary mission is to prevent the onset of substance abuse and addiction whenever possible and where it does exist to mitigate its deleterious effects on individuals, families, and the community as a whole. In order to achieve this the SCA is committed to the provision and maintenance of a full range of high quality and cost effective alcohol, tobacco, and other drug prevention, intervention, and treatment services responsive to the particular needs of the citizens of Lackawanna and Susquehanna Counties.

    All substance use disorder services are rendered through contracted SUD treatment service providers and the treatment related service providers. The service providers make arrangements for LCDAC funding assistance for qualified individuals who do not have insurance or the ability to pay for their substance use disorder treatment/treatment-related services. Funding assistance is available for all levels of care (detox, outpatient, intensive outpatient, partial hospitalization, halfway house, residential) as well as the identified treatment related services (case management/care coordination, MAT: methadone, suboxone, vivitrol). Funding assistance may also be available for individuals with a gambling use disorder.
    Prevention/education programs are available in all 16 school districts in Lancaster County. A variety of school and community-based services, including parent/family education, are provided by a network of seven non-profit organizations contracted with LCDAC.

    Administers contracts with the Center for Humanistic Change to provide technical assistance to Student Assistance Teams in Lehigh County school districts by coordinating services for students who may be at risk for alcohol and/or drug abuse.

    The HealthChoices Program is the Commonwealth of Pennsylvania's mandatory Medicaid managed care program that is administered by the Department of Public Welfare.

    The HealthChoices Program is comprised of two (2) components, a behavioral health benefit and a physical health benefit. Individuals can apply for coverage through the County Assistance Office. Most individuals who would be eligible for the Medical Assistance benefit, will be enrolled in the HealthChoices Program, however there are some exceptions such as those in nursing homes.
