Lifeline Assistance
Lifeline Phone or Internet Service
Lifeline is a federal program that helps lower the cost of your monthly phone or Internet bill, but not both.
Receive up to $9.25 off your phone or Internet bill.
If you qualify, your household can get Lifeline for phone or Internet service, but not both.
• If you get Lifeline for phone service, you can get the benefit for one mobile phone or one home
phone, but not both.
• If you get Lifeline for Internet service, you can get the benefit for your mobile phone or your home
connection, but not both.
• If you get Lifeline for bundled phone and internet service, you can get the benefit for your mobile
phone bundled service or your home bundled service, but not both.
Your household cannot get Lifeline from more than one phone or internet company.
You are only allowed to get one Lifeline benefit per household, not per person. If more than one person in
your household gets Lifeline, you are breaking the FCC’s rules and will lose your benefit.

SNAP, Medicaid, Federal Public Housing Assistance(FPHA), Veterans Pension and Survivor Benefit, Supplemental Security Income(SSI) or your income is at or below 135% of the federal poverty guidelines. You are only allowed to get ONE Lifeline discount per household.

Phone Program
Provides free smartphones to members to facilitate and improve access to care. Phones are equipped with free service from SafeLink Wireless that includes: 1,000 monthly calling minutes, unlimited text messaging, 1 GB of data, voicemail, caller ID, call waiting, free technical support, free calls to Magellan Behavioral Health of Pennsylvania member services, and free calls to 911.

  • low cost Internet or phone options
  • assistance with connecting to WIFI/wireless networks
  • learning how to use your smart phone as a hotspot wireless network

  • using a computer, tablet, or other devices
  • information on school registration, remote learning support, and other educational needs for your children.
Hotspots are also available.

Offers four programs to help low-income Pennsylvania residents get or keep their telephone service. They are:
- Lifeline: Provides a credit of $11.75 on the regular monthly telephone bill. Persons are eligible if they receive SSI or TANF or their yearly income meets Lifeline guidelines. Persons eligible for this program receive a $20 credit towards the connection charge.
- Lifeline 135: Provides a credit of up to $9.25 on the regular monthly telephone bill. Customer can purchase Optional Services (Caller ID, Call Waiting, etc.) and certain packages that include local toll and /or optional services. Persons eligible for this program receive a $20 credit towards the line connection charge.
- Universal Telephone Assistance Program (UTAP): Helps Verizon Pennsylvania low-income customers pay some or all of their telephone bill's basic charges. Qualified Lifeline applicants can receive up to $200 (first time) and up to $100 every six months thereafter. The Dollar Energy Fund manages this program for Verizon.
- Link Up America: Verizon provides a $20 credit off the line connection charge. Persons are eligible if they receive SSI, TANF, Food Stamps, LIHEAP, State Blind Pension, Medical Assistance, federal public housing assistance, National School Free lunch program and have yearly income that meets Lifeline or Lifeline 135 guidelines.

LIfeline Wireless Program
Provides a free phone and 250 free minutes of talk time to eligible customers. No annual contract or activation fees; includes 9-1-1 service and coverage provided by the Sprint wireless network. Phone includes voicemail and caller ID. 250 free minutes are added automatically each month. Customers can choose to pay for additional minutes or data.
