Handles complaints from individuals who believe they have been discriminated against. Promotes equal access to the social, cultural, recreational, and economic life of Lancaster City by administering and enforcing the City's Human Relations ordinance.

Works to eliminate discrimination in employment, housing and public accommodations. The Commission investigates claims of unlawful discrimination to ensure the equal opportunities for all persons.

Protects and enhances the civil rights of people of color. Also advocates for equity and fairness in housing, employment, voting, political representation, education, health, and other areas of citizenship.

Handles complaints of discrimination based on race, color, religion, national origin, place of birth, ancestry, sex, sexual orientation, familial status, age, handicap/disability, use of a support animal, status as a victim of domestic violence, and gender identity/expression in the areas of employment, housing, and public accommodations. Provides training regarding civil rights and responsibilities.

Provides advocacy services for persons with disabilities. Provides free legal services in cases of disability employment discrimination, special education, and disability rights.

Offers a free Telephone Counseling and Consumer Education Service. Volunteer counselors give basic self-help information about procedures and laws regarding a wide range of subjects of concern to Pennsylvania women. Family-related topics include domestic violence, child custody, child and spousal support, separation and divorce, and the legal rights of lesbian and gay parents. Work-related topics include family and medical leave, sexual harassment, and employment discrimination. Counselors use the resource database to refer callers to other agencies that may be able to help them. If desired, counselors mail free written materials to callers regarding the areas of concern for them.

Provides services for students and workers who have experienced sexual harassment or assault in school or on the job.
