PHLConnectED - Issue Escalation Form
Use this form to report a problem or issue you have faced with the PHLConnectED process.

The PHLConnectED program prioritizes families with the greatest need for internet service. We will focus on connecting K–12 families who:
Do not have any internet access.
Have only mobile phone internet access.
Are homeless or housing-insecure.
Have students who participate in remote learning in locations without internet access (outside of the primary household).
Eligible households will be identified through data gathered by the Philadelphia School District of Philadelphia, the Charter Schools Office, and internet service providers. The school district or schools will reach out to these households through direct mail, email, robocalls, or text message.

Affordable Connectivity Program
The Afforable Connectivity Program is a Federal Communications Commission (FCC) program that provides a temporary discount on monthly broadband bills for qualifying low-income households. If your household is eligible, you can receive:
  • Up to a $30/month discount on your broadband service and associated equipment rentals
  • Up to a $75/month discount if your household is on qualifying Tribal lands
  • A one-time discount of up to $100 for a laptop, tablet, or desktop computer (with a co-payment of more than $10 but less than $50)

    Programa de Conectividad Asequible (Affordable Connectivity Program - Spanish Version)

    Chester County InterLink - Free Internet Access
    CCIL makes free Internet access and related services available to all who live, work or attend school in Chester County. In addition, CCIL provides web hosting and related ancillary services for a number of Chester County non-profit organizations including The Salvation Army, West Chester Senior Center, Habitat for Humanity and Grove United Methodist Church.

    Among CCIL users that benefit are senior citizens, the disabled, lower income citizens and those who may not ordinarily have the finances to support hardware purchases and/or Internet service. Moreover, in addition to equipment and Internet service needs, CCIL volunteers provide users with required instruction, set-up and general handholding. CCIL combines the best of high tech along with high touch to ensure end users achieve maximum benefit from their Internet access.

    Internet Essentials is a program for families and other low-income households who currently do not subscribe to Internet at home. Xfinity Internet customers are not eligible for Internet Essentials.

    Lifeline Phone or Internet Service
    Lifeline is a federal program that helps lower the cost of your monthly phone or Internet bill, but not both.
    Receive up to $9.25 off your phone or Internet bill.
    If you qualify, your household can get Lifeline for phone or Internet service, but not both.
    • If you get Lifeline for phone service, you can get the benefit for one mobile phone or one home
    phone, but not both.
    • If you get Lifeline for Internet service, you can get the benefit for your mobile phone or your home
    connection, but not both.
    • If you get Lifeline for bundled phone and internet service, you can get the benefit for your mobile
    phone bundled service or your home bundled service, but not both.
    Your household cannot get Lifeline from more than one phone or internet company.
    You are only allowed to get one Lifeline benefit per household, not per person. If more than one person in
    your household gets Lifeline, you are breaking the FCC’s rules and will lose your benefit.

    SEAMAAC supports students and families who are having challenges with school attendance and performance. Case managers work with families to increase school engagement and connect them to community resources that will support the family. After school programs and summer programs focus on Hip Hop Heritage, cultural connections, and civic engagement.

    • information on school registration, remote learning support, and other educational needs for your children.

    Also providing Spectrum Internet Assist, our high-speed broadband program to eligible low-income households.
