COBRAH is administering the Housing Rehabilitation Program for low to moderate income homeowners to make essential repairs and necessary improvements in their homes.

Eligibility: Minimum qualifications include:
  • Being the homeowner and must live in the home as a primary resident
  • Must be located in any of the 22 municipalities other than Altoona or Logan Township
  • Must have no outstanding debt with Blair County and be current on taxes
  • Combined household income must be below income limits set by HUD

Hours: Monday through Friday, 8:30am to 12:00pm, then 1:00pm to 4:30pm
