Fee Amounts: Services free of charge to area residents and those whose library participates in the Access Pennsylvania program; otherwise $25 annually for library card.
Intake Procedure: Apply for library card.
Intake Requirements: If you live in Luzerne County, you qualify for a free library card. You may visit the Osterhout to fill out a registration form, or you may print out a registration form on line and bring it with you to the Central Library or any of our branches. You will be asked to show proof of residence. Once the required identification is presented, you will be issued a library card. You will be able to use your card immediately.
