Eligibility: Need for decent housing: i.e. applicant(s) currently living in inferior housing. Public housing is considered to meet needs as repairs will be made, and utilities supplied. Ability to repay: typically offer 20 year, no interest loan of between 40-50 thousand dollars. General guideline at 125% poverty level, some flexibility.
