Both applicants for a marriage license must appear together with a driver’s license or state issued photo identification.
A social security number (SS#) is required by law if the applicant has one.
Both parties should be aged 18 or over (if under 18 applicant needs to be accompanied by a parent, if 16 and younger the applicant must have a court order to get a marriage license).
There is a (3) day waiting period before the license is issued and the license is good for (60) days from the date of issue. If you would prefer to have your license mailed, please provide a self-addressed, stamped envelope at the time of application.
If one or both of the parties were married before proof must be provided of how the prior marriage was dissolved: Date of death or a copy of the final Divorce decree.
The license is only valid in the Commonwealth of Pennsylvania.

This York County Government Office for Row Officers oversees both the Clerk of Orphan's Court and the Register of Wills.

The duties of the Clerk of Orphans' Court include: filing petitions for incapacitated persons and petitions for the appointment of guardians for minors, petitions for adoptions (which records are confidential), the granting of marriage licenses, and records of births and deaths from 1893 through 1906.

Birth and death records of persons born after 1906 are on file with the Pennsylvania Department of Health, Division of Vital Records, New Castle, Pa 16103. Phone: (724) 656-3100. This office is also responsible in assisting the Judge of Orphans' Court during court proceedings as well as the documents pertaining to those proceedings.

As register of wills, this office has jurisdiction over the probate of wills and the granting of letters of testamentary and letters of administration to persons properly qualified and who meet the requirements of the fiduciaries act of 1949 as amended. This office is also an agent for the commonwealth of Pennsylvania to collect inheritance tax payments.
