Homeowner Assistance Fund (PAHAF)
As of February 1, 2023, PAHAF has temporarily paused accepting new application. Provides assistance for the following mortgage and housing-related expenses to help prevent mortgage delinquencies, default, foreclosure, and displacement. The maximum amount of assistance for any homeowner under the PAHAF is $30,000 or up to 24 months of assistance.

Eligibility:
  • Homeowner owns and occupies the property as their primary residence;
    • Property in Pennsylvania;
    • Homeowner has experienced a financial hardship after January 21, 2020;
    • Household income is equal to or less than 150% area median income;
    • Homeowner cannot receive the same assistance for mortgage payment, mortgage reinstatement, property charges, and/or utility payment from another federal, state, local, nonprofit, or tribal source
  • Hours: Monday through Friday, 8:00am to 8:00pm; Saturday, 8:00am to 5:00pm

    Offers qualified senior citizen homeowners a flat 30% discount on the real estate tax on their primary residence. County Treasurer's Office provides assistance in completing the application for individuals who require help.

    Eligibility: Allegheny County residents who:
  • Have owned and occupied a primary residence in Allegheny County continuously for the past 10 years. A property owner who has moved within the past 10 years, and has continued to own and occupy the new property as a primary residence, shall be eligible.
    • Are age 60 or older, or, if married, either spouse must be age 60 and older; or be a widow or widower age 50 to 60 years; or permanently disabled and age 18 to 60 years. The applicant must meet the required age by December 31 of the year for which they seek abatement.
    • Gross household income must be $30,000 or less. For calculating income use only 50% of your Social Security Benefit, SSI, and Railroad Retirement Tier 1 Benefits (except Medicare benefits); plus, all other income must be added in at 100%.
  • Hours: Monday through Friday, 8:30am to 4:30pm

    Tax Assessment - The Assessment office values all real estate and improvements in the county. We have both counter computers and property record cards where records may besearched and copies of various forms may be purchased.

    Offers support for the Elderly Property Tax and Extension Program which can extend, defer, or assist older adults who are behind on property taxes. Older adults are also assisted with foreclosure preventions/loss mitigation counseling, budgeting and financial coaching.
