    - Lawyer Referral Service: A program that connects persons with an attorney's office that can schedule an initial consultation. Fees for the initial consultation range from $30-$135. The attorney's office will schedule a visit at their office giving the location of office, telephone number, date and time of appointment. The consultation fee is payable to the attorney at time of appointment. If the attorney does further work, beyond the initial consultation, fees for that work would be arranged between the client and attorney. The Lancaster Bar Association does not have information regarding what the attorneys might charge beyond the initial consultation.
    - Elderly Lawyer Referral Service: For elderly persons who do not qualify for free legal services. Intake through Lancaster County Office of Aging. (See Office of Aging for description.)
    - Provides information and forms for filing complaints against attorneys with the Disciplinary Board of the Supreme Court of PA.
    - Arranges arbitration panels locally to handle fee disputes between attorneys and clients.

    Offers a wide range of support services to older Lancaster County residents with the goal of allowing them to maintain their independence and self-sufficiency. Most services available to persons ages 60 and over, except for the 55+ Job Bank, Job Bank Workshop and Senior Community Services Employment Program which begins at age 55 and older. Domiciliary Care, Long Term Care Assessments, Ombudsman and Caregiver Support Program available for persons 18 years and older.
    Services for 60 years and older:
    * Older Adult Daily Living Centers provided for persons with functional disabilities. Also provides daytime respite care to caregivers. Nursing services and mid-day meal are provided. Contracts with Landis Homes, Lancaster Generations, Masonic Homes, Moravian Center and Garden Spot Village to provide these services.
    * Home Delivered Meals - Work in cooperation with Meals on Wheels and other sources for homebound elderly persons
    * Emergency Fuel Assistance is provided as a last resort after a caseworker has assessed all other options.
    * Respite Care gives caregiver relief
    * Information & Referral assists persons to identify their needs, link them to appropriate services, and to share up-to-date information on issues affecting older persons. The Transportation Specialist, is also part of the I & R unit
    * Lawyer Referral Program for the Elderly: Clients are referred to participating attorneys who will offer advice on a broad range of legal issues. Initial 1/2 hour consultation is $5; Fees need to be discussed with the attorney for consultation over a half hour
    * Ombudsman Program investigates resident care concerns about nursing homes, personal care homes, and home health agencies
    * Protective Services: Intensive casework for persons who are abused, exploited, neglected, abandoned or who are unable to carry out activities of daily living due to mental or physical impairment, which is placing them at risk of imminent harm
    * Property Tax and Rent Rebate forms are available with assistance to complete them also available
    * Senior Centers offer noon meals and a variety of activities in the following county areas: Columbia, Elizabethtown, Lancaster, Lititz, Millersville, Quarryville and Reinholds
    * Flu Shots are usually offered in the Fall at the Senior Center
    * Transportation to medical appointments and senior centers using Red Rose Access for those who are eligible
    * Offers Health and Wellness Programs to promote healthier lifestyles

    Programs for persons ages 18 and over:
    * Domiciliary Care offers protected community living arrangements for persons needing personal care and ongoing supervision.
    * Long Term Care Unit provides assessments to determine the most appropriate level of care for those needing financial aid for nursing, personal care, and domiciliary care homes. Intensive in-home services available for eligible persons who are at a nursing home level of care and have sufficient informal support.
    * Caregiver Support Program- Casework services and financial assistance with caregiving expenses for persons caring for individuals who are over 60 and are functionally dependent (requiring constant supervision) or between the ages of 18-59 with chronic dementia. Also offers assistance for grandparents who are the primary caregivers for grandchildren under the age of 18.

A victim advocate is available to help the victim apply for financial assistance through the Crime Victims' Compensation Fund; inform a victim about drunk driving laws and victim rights; monitor a court case against the defendant; assist in preparing a victim impact statement; represent a family by providing statements to the media; and help with the development of probation conditions if the offender does not go to prison.

    The Support Center for Child Advocates offers free legal and social services to Philadelphia's abused and neglected children. We advocate for these child victims with the goal of securing a permanent, nurturing environment for each child in our care. Child Advocates offers legal and social services to child victims through two service lines: Direct Representation Services and Child Advocacy Leadership & Training. Comprised of several programs, Direct Representation Services provides teams of lawyers and social workers to child victims of physical and sexual abuse (“Child Safety & Justice Program”); to teens and young adults (“Empowering Older Youth Program”); and to children with complex educational, behavioral health, and medical needs related to child abuse or severe neglect (“Health & Well-being Program”).     Wilkes-Barre Law and Library Association - Lawyer Referral Service of Luzerne County
    An automated operator will ask where you live and the nature of your problem. If an attorney is listed in your geographical area who handles your type of legal problem, the LRS will mail to you the name, address, and telephone number of that lawyer. If more than one lawyer is listed, the operator will provide you with several names.
    It is up to you to contact the attorney's office and to schedule an appointment with that lawyer. You should indicate that you received the attorney's name from the Lawyer Referral Service.


    The first one half hour of a consultation with a lawyer listed with the Lawyer Referral Service is currently ten dollars ($10.00). This amount is payable directly to the attorney. There is no charge for the referral by the Lawyer Referral Service.


    If your problem involves hiring an attorney beyond the initial consultation period, the rates and terms of that attorney's services are to be determined by that particular attorney. If further legal services are necessary, fees for the attorney's services will be arranged directly between you and the lawyer. The Lawyer Referral Service does not play any additional role in the extended service that a lawyer may agree to provide.

    The Luzerne County Pro Bono Program is a newly initiated program run by the Wilkes-Barre Law and Library Association’s Pro Bono Committee.
    The pro bono’s services are only for people with little or no income. Because the Luzerne County Pro Bono program is newly established, our focus is primarily on landlord/tenant cases. Those with other legal issues should first contact the other organizations listed below. (See Helpful Tips). Luzerne County Pro Bono does not handle criminal cases.
    If you need free legal assistance in Luzerne County, you can apply for Luzerne County Pro Bono services by emailing luzernecountyprobono@gmail.com. You can also follow us on Facebook.

    Confidential, professional assistance is available for women in need of help with family law issues through the Women's Resource Center Attorney Affiliate Program.

    WRC attorneys provide an initial consultation, up to one hour, by appointment only, for a $40 fee.
    The attorneys part of the Attorney Affiliate Program (list found on the website) have been pre-screened by WRC for professional credentials and awareness of women’s issues. Mention that you are a WRC referral and receive a discount on each attorney’s hourly rate.
