The TSS aids the client's growth and development. Serving Delaware and Philadelphia Counties, Elwyn’s community-based clinical wraparound services are individually designed to include multiple disciplines in an effort to address the specific and unique challenges of the child. A clinical team of behavioral health professionals, which may include a behavioral specialist, lead clinician, mobile therapist and therapeutic support staff who offer families and children tools to succeed within their least-restrictive educational and living environment. The Behavior Specialist Consultant or Lead Clinician identifies behavioral goals and intervention techniques and recommends non-aversive behavioral change methods. Then, in collaboration with the family and other members of the treatment team, the Behavior Specialist Consultant designs and directs the implementation of a behavior modification intervention plan that is individualized to each child or adolescent and to the needs of the family. The Mobile Therapist provides intensive therapeutic services to children and their families at home, in school, and in other community settings. The Mobile Therapist provides support and assistance to the child and his or her family. The Therapeutic Staff Support works directly with the child and adolescent who displays a wide range of disabilities and functioning levels at homes, in schools, day care, or in their communities. This support person provides one-on-one interventions, including crisis intervention, behavior management support, emotional support, time-structured activities, and psychological rehabilitation.

FFSB engages children, their families, and other community members to produce and deliver an integrated plan of care to meet the individual needs of the child and family. Services are provided by a mental health professional and a mental health worker as a team to provide treatment and case management interventions. Behavioral Health and Rehabilitation Services (BHRS) under the Office of Medical Assistance provides a range of behavioral health care services for children under the age of 21. Typically, the children who qualify for these services require a more intensive intervention to sustain them in their homes, school and community. Mental health staff help the child/adolescent learn skills and coping strategies to prevent further deterioration and more restrictive services. Wrap Around services are comprised of: Mobile Therapy: The Mobile Therapist delivers intensive individual and family therapy based on having assessed the needs of the child in the family. The Mobile therapist promotes the development of adaptive skills and relationships and coordinates the overall direction of the mental health treatment. Behavior Specialist Consultant: The Behavior Specialist provides knowledge of behavioral management so as to assist in the development and implementation of the child's individualized treatment plan, which is focused on targeted problems and goals. Therapeutic Staff Support: The goal of the TSS is to assist the child/adolescent through the therapeutic interventions noted on the treatment plan. This will include social skill building, symptom management, impulse control, assertiveness, problem solving, the promotion of self-esteem building and creative expression. In the home the TSS works together with the parent to implement specific behavioral strategies and to support positive interactions between the child and parent. To enhance the success of any one or all of these services, the parent/guardian agrees to actively participate in the child's treatment in collaboration with the treatment staff. This will include communicating with staff on a regular basis, attending all home based sessions and the follow through of mutually agreed upon goals.

Community Support Program - A coalition of individuals, family members, mental health professionals, and other community members who are working together to help adults with serious mental illnesses and co-occurring disorders such as substance abuse live successfully in the community. It is part of a statewide coalition that began in 1984. Through the local CSP initiative, small seed grants to CSP, agencies, and advocacy groups have generated innovative trainings, wellness conferences, special events such as Christmas in July, the annual art show, anti-stigma campaigns, CSP celebrations and the production of a wide variety of literature. Through CSP, consumers have been empowered and have risen to leadership roles. Aging Advocacy - MHA provides advocacy services at the South Mountain Restoration Center to ensure the rights of individuals to receive the most appropriate services in the most appropriate setting are assured. SMRC is the only state owned nursing facility in PA. Community Advocacy - MHA provides advocacy services when community members who need assistance with getting appropriate or desired services feel they have exercised all options available to them. All referrals for dependent foster care are made by the Central Referral Unit (CRU) of DHS Delinquent Foster Care Delinquent Foster Care services are provided in Philadelphia to youth who are adjudicated delinquent and placed in foster care. The youth receive ongoing counseling regarding victim awareness, community safety and life skills in addition to basic foster care support. Restitution plans are developed and monitored by the case manager. The case manager may also help the youth make restitution. Treatment Foster Care Treatment level foster care services are provided in Pennsylvania to children and youth with specialized behavioral health needs. The primary objective of treatment foster care is to provide youth with specialized care in the least restrictive setting, which is in the community and in a family setting. Treatment foster parents receive additional training specific to this population and work in partnership with behavioral health team to ensure that the child or youths' needs are met. The Department of Human Services (DHS) determines a child/youth's eligibility for treatment level foster care and referrals are made by the DHS's Central Referral Unit. Foster Care/Treatment Foster Care/Intensive Residential Treatment These programs in Delaware provide various levels of care for youth who are involved with the dependent and/or delinquent system. The youth in these programs require a more intensive treatment experience with a designated treatment team. The treatment team consists of specially trained foster parents and qualified treatment specialists, mentors and masters level clinicians Adoption NET is a Statewide Adoption Network (SWAN) affiliate agency. These services are found in Pennsylvania and are designed to support a successful transition through and after an adoption. Prior to an adoption being finalized, services include adoption preparation for the child and thorough assessments of adoptive families. After an adoption is finalized, services include case management, assessment, and respite. In-Home Protective Services (IHPS) The In-Home Protective Services (IHPS) program, located in Philadelphia, will provide case management support to families identified by the City of Philadelphia’s Department of Human Services (DHS). Families for whom abuse or neglect is indicated or for whom the risk of abuse is high will be referred to the IHPS program. The IHPS program will implement a Family Service Plan, monitor safety of the youth, assist families in gaining access to community and other resources, and assist families in developing appropriate parenting skills. A parent coordinator will develop specific parenting classes or activities designed to educate parents regarding child development, behavior modification and other parenting techniques. Independent Living Program ("Making My Way") This is an Independent Living skills development program located in Delaware. The program is designed to assist older teenagers and young adults effectively transition out of state foster care system into adulthood via the support and direction of a life-skills mentor.
