Any student 14-17 years old , prior to high school graduation, must have working papers for employment. Applications are taken at school district administration offices. The student does not have to be present to obtain the papers, parents can fill out the paperwork. To obtain working papers, a copy of the student's birth certificate must be taken to the school administration office. Call local school district for information on location and office hours.

Summer Enrichment (Vacation Education):
Some schools in the County offer non-credit enrichment courses over the summer break. These courses are designed to broaden the students experiences, keep minds and imaginations active, and offer peer interaction. Subjects that may be offered include: computers, cartooning, music, babysitting, chess, foreign languages, photography, etc.

The PA CareerLink® is Pennsylvaniaâs, American Job Center that provides an array of employment and training services in a convenient, easily accessible location.

Services to jobseekers include job counseling, testing and assessment; resume preparation assistance, interview training and other prejob guidance services; job matching and referral; unemployment insurance and job registration; labor market and career information; information on financial aid for education and training; and referral for job training, transportation, child care, personal and financial counseling, health care and other human services resources in the community. Services to employers include labor market information, labor exchange services, onsite recruitments, job fairs, JobGateway website navigation, workshops, local wage information, on the job training, work opportunity tax credits, lay-off aversion and referral to other services or information as needed.

Provides credit and budget counseling for those interested in homeownership or improving their financial state.

Center for Financial Independence personnel will assist individuals/families in creating a household budget by looking at existing income & expenses.

Provides a credit report, teach how to read and understand the report, checks for any mistakes or duplications on the report and assists in writing letters to correct any findings.

Homebuying advice, including, review of income, expenses and credit, explanation of the home buying process, including dealing with a realtor, what to expect from the lender, appraisal, home inspection, homeowner's insurance, escrow.

Provide education on predatory lending practices, One on One counseling (lasts 2 hours), First Time Homebuyer Workshops (six hour class), local experts present on relevant topics.

Participants in both the One on One counseling and Workshops receive a certificate.

Offers financial management and counseling. The level of support provided is based on individual needs. Services may include developing and implementing budgets, checkbook management, resolving past debts while establishing good credit, coordinating with the Social Security Administration and the Department of Health and Human Services, and accessing other community and financial resources.

Offers HUD Certified Housing Counseling through Housing Transitions' "sister" organization: The HOME Foundation. Provides for the First-time Homebuyers Program/Community Housing Development Program in the Borough of State College. Involves pre-determination of loan eligibility, assistance with credit issues or credit reports, budget counseling, and a homebuyer education class.

Provides telephone or face to face counseling for bankruptcy credit counseling. Counseling includes a personal evaluation of your financial situation, a review of alternatives to bankruptcy, and a personal budget plan.

Includes an evaluation of your current credit report, including score, budget counseling, and advice.

Provides a variety of money management, credit and first-time homebuyer programs are offered to schools, colleges, business, lenders, and civic organizations.

Teaches sound methods of managing money and credit to avoid financial problems.

Provides certified credit counselors reviews household income, expenses, spending habits, and financial goals. Teach households to live within means, manage, and save for your future.

Certified counselors contact creditors on the consumer's behalf and initiate an orderly repayment plan that allows the payment of outstanding debt back over a longer period of time, and in most cases, at a lower interest rate. Payments to creditors are consolidated into one monthly payment that is sent to CCCS for dispursal each month. Clients still continue to receive statements from creditors so that they will be able to see progress and a decrease in past due amounts.

Provides individual counseling sessions are offered to prepare potential homeowners for buying first home.

Remote sessions take about 90 minutes to complete while the traditional face-to-face sessions can take over 2-3 hours.
Counselors are certified by PHFA and NeighborWorks. Participants needs to have a Smartphone, tablet, laptop, or desktop computer and a device that has a web camera so that the counselor can clearly see you during the session.
