- Tenant-Based Rental Assistance: offers broad choice of housing
type and location allowing eligible families to conduct their own
housing search and choose where they want to live. Housing
assistance is portable and families may relocate to another state,
city, suburb, village, small town, or rural area where a voucher
program is administered and continue to receive rental
assistance.
- Project-Based Rental Assistance: Assistance is tied to the
specific rental unit. For a rental unit to be considered, the owner
must submit a written proposal and have demonstrated a commitment
to upgrading, maintaining, and leasing their rental properties to
low-income families.
- Home Ownership Option: Participants in either the tenant-based or project-based rental assistance programs who are employed for at least two years, or are elderly or disabled, are tenants in good standing, have attended home buyer education and are approved for a mortgage may use their housing assistance towards a mortgage payment.

Eligibility:
The family's preliminary eligibility is determined upon receipt of
the completed application and after a criminal history and a prior
subsidized housing check have been done. All families must meet
current income eligibility requirements set by the U.S. Department
of Housing & Urban Development (HUD). The Quality Housing and Work

income limit (50% of area median income) once it has met the annual
75% targeting income requirement of extremely low income families
(those whose incomes do not exceed 30% of median income).
Income must be at or below the very low income guidelines of the median household income for Franklin County. Most current guideline can be found via this website: https://www.huduser.gov/portal/datasets/il.html: Select "Click Here for FY ____ MFI Documentation," Go through the prompts to select "PA Franklin County."
