Provides specialized customer assistance programs such as:
- Operation HELP: Pays electric bills for eligible customers. Low income PPL customers. OpHELP is administered by CAP.
- OnTrack: A special payment plan that offers reduced monthly payments, protection from shutoffs and debt forgiveness. For residential customers who are struggling to pay their bills. OnTrack is administered by CAP.
- Customer Assistance & Referral Evaluation Service (CARES): A personalized service for customers experiencing bill payment problems due to temporary hardship.
- Rebates and Savings Programs: Offers programs to help customers save energy.

Optional billing programs include:
- Budget billing which allows customers to pay about the same monthly amount all year long
- Automatic Bill Payment Plan offers customers the option of automatic deduction of the bill from a checking or
savings account on their monthly due date.
- Payment Date Extension Plan allows customer to extend the due date of the electric bill to coincide with their monthly pension/social security check.
- Double Notice Protection Plan enables customers to arrange for an individual or social service agency to receive a copy of all overdue or termination notices to alleviate problems.
PPL is regulated by the Public Utility Commission

Provides utility assistance (heating oil, natural gas, and/or water/sewer bill) for families or individuals in crisis or emergency. There are special programs for qualified UGI customers.

Provides limited financial aid (as funding is available) for partial rental assistance, first months rent and water assistance in emergency situations on a case by case basis. Rent can not be more than one month behind. Water can not have a shut off notice or owe more that $500. Does not cover the full amount owed. One time payment.

Provides assistance with basic needs for electric bills and mortgage assistance (one month of principal and interest), clothing vouchers.

* Offers financial assistance (utilities, rent, etc.) on a case by case basis for those in ELANCO
* Offer case management for those in ELANCO with low resources and make referrals when appropriate.
* Transportation ministry available for those in ELANCO who need access to medical or educational (school meetings) appointments.
* Mobile clothing closet offering free clothing during the scheduled community meals.

The Yellow Ribbon Reintegration Program provides information on benefits and entitlements, services referrals and proactive outreach programs that are available to the Service and Family member during all phases of the deployment cycle. The Branch also consists of the Employment Outreach section which assists members of the Pennsylvania National Guard and their immediate Family by providing tools necessary to gain meaningful employment.

Offers emergency financial assistance for prescriptions, gas bill, and heating fuel. Provides water service payment assistance, aiming to help 20 people with one month's billing assistance and no higher than $50.00, as funds are available. Screens for the CAP program offered through Columbia Gas.

Assists with the following bills: medical (physician verified), prescriptions (must receive fax from doctor's office verifying prescription), electric (no CAP recipients), gas (no CAP recipients), water, local phone bill payment/connection (up to $20), and bus passes/gas vouchers (employment or medical purposes).

Provides assistance for gas and water utitlities.

Provide financial assistance for utility needs - first come/first served basis. Funds are extremely limited and not able to assist with large financial requests. It is funded by donations from the church so funds may not always be available.

Provides people undergoing cancer treatment with financial assistance to cover non-medical expenses like rent/mortgage payments, car expenses, food, and utility bills.

The Emergency Rental Assistance Program (ERAP) provides assistance to households that have experienced financial hardship and may be at risk of homelessness due to Covid-19. ERAP provides tenant households assistance with rental and utility costs to include arrearages and other related housing expenses.

Assists with consumer complaints against PUC-regulated utility companies (including telephone complaints), utility bill payment plan negotiation, and utility disconnect programs. Offers electric, gas, and water service shutoff programs.

Serves as the hotline for Dauphin ERAP program. The application process is currently paused at this time: not accepting new applications.

Assists with costs of utilities (gas, propane, oil, water, and sewer). Helps with car/vehicle repairs and transportation assistance such as car insurance payment, gasoline, car registration, and driver's license fees. Sends referrals to VBA Vision Plan for eyeglass help.

Service for underprivileged children. Bags are filled with enough food for 6 meals, and 2 snacks. Bags are distributed to children on Fridays or the last day before school holidays in non-descript bags to not draw attention. Students can qualify for the program based on federal income eligibility guidelines.

Provides assistance programs including, credit assistance, adjustments for leaks, payment plan agreements, winter shut-off moratorium, emergency medical condition confirmations, and service line/lateral assistance.

Provides the following services: grants of up to $500 per year, discount on the monthly service fee and volumetric charges, as well as water-saving devices and education.

Case management services assist individuals with goal setting to help individuals and families to establish and sustain self-sufficiency. Referrals are made to the appropriate resources. Can provide housing and utility funds, budgeting and job search counseling.

Services include:
EFSP: Federal funding providing emergency heating assistance to individuals with the cost of one month's usage of fuel oil or propane or one month's usage of a past due/current utility bill (water or electric).
ESG: Funding for individuals and families facing an eviction, shut-off notice (water or electric), living in a shelter or other place not meant for human habitation.

Provides emergency assistance for any heating source, fuel, water, medication, clothing, hygiene supplies, transportation, information and referral, and other expenses as funding allows. Cannot provide assistance for funeral related costs or narcotic prescriptions.

* Provides rental assistance for residents that live within the City of Reading. Must have an eviction notice.
* Provides utility assistance for residents that live within the City of Reading. Must have shut off notice.
* Provides one time help for low-income homeowners with their water, sewer, trash and recycling bills. May receive one time a year - up to $150.00 in credit on the water, sewer, trash and recycling bills

Provides emergency relief fund (cap of $200 per request) for special emergency needs. Assists with electric, fuel, water and sewer bills

Emergency assistance for heating, utilities and limited prescriptions. Also provides emergency food vouchers, emergency food boxes and disaster services.

Designed to assist low-income individuals pay for needed utility services, pending the availability of program funding.

Administers the following programs:
Ontrack: program is designed to lower a customer's monthly payment while PPL forgives a portion of the back debt upon compliance with the program. Proof of income required. Must be a PPL customer, and must not exceed 150% of the poverty guidelines.

Operation Help: One time grant for individuals with special hardships in paying their electric bills. Funds are provided by PPL which requires the family be a PPL customer and have an income under the 200% of the poverty guideline.

Electric deposit waiver program: For those under 200% of the poverty guidelines.

UGI CAP and Operation Share: Help with past due gas utility bills. CAP offers a lower bill based on income and usage for households at or below 150% of federal poverty guidelines. Operation Share is a grant for those at or below 200% federal poverty guidelines who are having difficulty paying their gas bill.

Serves one-time emergency needs such as nutritional assistance, emergency shelter, first month rental assistance, rent in arrears assistance, mortgage assistance, and utilities in arrears assistance.

Offers emergency assistance for individuals and families who are in need of help with rent/mortgage to prevent eviction or utilities/heating fuel. Utilities include electricity, oil, gas, coal, firewood, sewer and water. The maximum amount of each assistance payment is one month's utility usage, one minimum delivery of oil/coal/firewood, one month's rent or one mortgage payment.

Assists with costs of utilities (gas, propane, oil, water, and sewer). Helps with car/vehicle repairs and transportation assistance such as car insurance payment, gasoline, car registration, and driver's license fees. Sends referrals to VBA Vision Plan for eyeglass help.

Provides financial assistance to those with cancer and their families.

Offers emergency assistance for individuals and families who are in need of help with rent/mortgage to prevent eviction or with paying utilities/heating fuel bill (includes electricity, oil, gas, coal, firewood, sewer, and water).

Provides financial assistance with unpaid rent, utility and home energy bills due to reduced income or financial hardships that were directly or indirectly related to COVID-19.
