Delaware County Emergency Rental Assistance Program (ERAP)
Emergency Rental Assistance Program (ERAP)
Assists renters who have suffered disruption and loss of income due to the COVID-19 pandemic.

DELCO ERA will pay for past due rent, the largest past due utility bill, and up to three months of future eligible housing/utility expenses totaling up to 15 months of assistance. Past due rent can go as far back as April 1, 2020. DELCO ERA does not pay for deposits. Grant funds are paid directly to the landlord/property manager and the utility company. Funds will be distributed on a "first-come, first qualified and approved" basis until program funds are depleted.

Residents are encouraged to apply early as funds are limited! Application Specialists are available to assist. People with language and/or physical challenges can request assistance with application submission.

Eligibility: Delaware County residents who can demonstrate that:
1. Household income is no more than 80% of area median income.
* Priority will be given to households at or below 50% AMI.
2. The applicant must provide evidence of disruption and/or loss due to COVID-19 pandemic such as:
* Qualified for unemployment benefits during the pandemic or can attest in writing that they or a member of their household has experienced a reduction of income, incurred significant costs, or experienced other financial hardship due, directly or indirectly, to the pandemic; and
* Can demonstrate a risk of housing instability and/or homelessness such as a past due utility or rent notice or eviction notice.

Priority for processing will be given to households earning less than 50% AMI and/or households with at least one person unemployed who has an active claim with the Office of Unemployment Compensation for at least 90 days prior to the date of their full application.

Dollar Energy Fund
Utility Payment Assistance
The $1 Energy Fund Grant Program assists utility customers who meet income and payment eligibility guidelines with a $100-$500 grant applied directly to their utility bill. Program Dates:

October 1 - November 29: open for services that are off or threat of termination only.
December 2 - March 31: open for services that are off only.
February 3 - February 28: open for services that are off or in threat of termination.

To apply for Dollar Energy funds, the account holder must live in the home. The grant covers residential, single home or apartment service. "Cooking only", commercial, industrial or apartments with shared utility service are not eligible. Applicants can only receive one grant per utility, per program year (October 1st through September 28).

Funds will be distributed on a "first-come, first qualified and approved" basis until program funds are depleted.

    Provides water service payment assistance, aiming to help 20 people with one month's billing assistance and no higher than $50.00, as funds are available. Screens for the CAP program, offered through Columbia Gas.

    Schuylkill Community Action Program
    Utility Assistance
    Designed to assist low-income individuals pay for needed utility services, pending the availability of program funding.

    Administers the following programs:
    Ontrack: program is designed to lower a customer's monthly payment while PPL forgives a portion of the back debt upon compliance with the program. Proof of income required. Must not exceed 150% of the poverty guidelines.

    Operation Help: For individuals with special hardships in paying their energy bills. Funds are provided by PPL which requires the family be a PPL customer and have an income under the 200% of the poverty guideline. Program requires the family is in an emergency situation and nearly out of heating fuel. Family is asked to provide a co-pay of a $100.00 money order and Schuylkill Community Action will cover the difference charged by the fuel company for a minimum delivery.

    Electric deposit waiver program: For those under 200% of the poverty guidelines.

    UGI CAP and Operation Share: Help with past due gas utility bills. Income must not exceed 150% of the poverty guidelines. Must have income and be an active UGI customer.

    Water/Sewer Utility Assistance - Assistance with water/sewer bill includes past due bills, facing a shut off or reconnection. Income guidelines apply.
