This program is an alternative payment plan for low income residential customers. Participating PCAP customers are required to make regular monthly payments, but they receive a monthly subsidy credit in relation to their income. Pre- program debt forgiveness may also be offered. Provides specialized customer assistance programs such as: - Winter Relief Assistance Program (WRAP) - A free weatherization program for eligible low income customers who have an account in their name. In home audit dictates service provided (may include furnace repair, replacement of older appliances that are not energy efficient, caulking, weatherstripping, replacement of broken windows, water heater wrap, and insulation). - Operation HELP: Pays energy bills for eligible customers (funds can be used to help pay for any fuel source, including oil, coal, kerosene, electric, etc.) low income customers. OpHELP is administered by CAP. - OnTrack: A special payment plan that offers reduced monthly payments, protection from shutoffs and debt forgiveness. For residential customers who are struggling to pay their bills. OnTrack is administered by CAP. - Customer Assistance & Referral Evaluation Service (CARES): A personalized service for customers experiencing bill payment problems due to temporary hardship. -E-Power Wise: Offers energy-savings kits for customers who meet income guidelines (includes LEDs, LED night light, energy efficient showerhead) Call 866-306-2479 - Refrigerator and Freezer Recycling - Appliance Rebates - Home energy surveys/energy analysis Optional billing programs include: - Budget billing which allows customers to pay about the same monthly amount all year long. - Automatic Bill Payment Plan offers customers the option of automatic deduction of the bill from a checking or savings account on their monthly due date. - Payment-Date Extension Plan allows customer to extend the due date of the electric bill to coincide with their monthly pension/social security check. - Double Notice Protection Plan enables customers to arrange for an individual or social service agency to receive a copy of all overdue or termination notices to alleviate problems. PPL is regulated by the Public Utility Commission.

Electric Utility Provider. Customer Assistance Programs include: - WRAP (Winter Relief Assistance Program): Free weatherization and energy education program. Services include installation of energy saving light; changing/cleaning heating/cooling filters; replacement of waterbed coils with a foam mattress; refrigerator replacement; water heating measures (for electric water heating customers only); attic, duct, floor and wall insulation; blower door testing for air leakage (drafts); door and window weather-stripping; "whole house" foaming and caulking and door sweeps and thresholds. Eligibility criteria include household income, age, and be an individual metered PPL customer living in a primary residence. If renting, landlord permission required. Home can not have received WRAP services for at least seven years. - CARES: A program for customers who cannot pay the full amount of their electric bills because of temporary personal or family hardships. Previously good-paying customers having a temporary hardship situation, recent loss of job or major reduction in household income, abandoned spouse or low-income elderly, and/or confused and disoriented customer can apply. Any residential customer can apply, regardless of income. -OnTrack Payment Program: Payment plan for customers with limited incomes who are struggling to pay the full cost of their electric service. The program offers a reduced monthly payment and a chance to erase any back debt owed. Eligibility criteria include household income, family size and electric usage. - Operation HELP: A PPL sponsored fuel fund that helps pay the energy bills of low-income customers. Will help pay for any type of home energy bills. All payments are made directly to energy vendors. Program also covers security deposit waivers. Eligibility criteria includes household income, family size and extenuating circumstances and hardships. - Rebates: Available for PPL customers who buy new energy, efficient appliances or electrical heating and air conditioning systems. - Appliance Recycling: Will pick up your old refrigerator or freezer and pay $35 for each. Air conditioning units also taken with refrigerator and freezer pickup.
